Most UK "best VPN" lists are published by sites that are owned by the VPN companies they rank. So we did not rank on speed tests you cannot verify. We ranked on corporate ownership, independent audit record and jurisdiction, and we show you exactly who pays us on every entry.

The short answer

For most UK users: NordVPN. Six independent no-logs audits, the largest network among audited providers, and it holds up on UK streaming. For the cleanest ownership: Proton VPN, majority owned by a Swiss non-profit foundation, with open source apps. For maximum anonymity: Mullvad, which gives you an account number instead of an email address and takes cash in the post. We are paid by NordVPN and by none of the others, which is a fact you should hold against everything below.

How we ranked, and why it is not speed

Every VPN review site publishes a speed table. Almost none of them publish the ownership of the company writing it. We think that is backwards, for a simple reason: speed is easy to test, easy to verify and easy to switch away from. Ownership is none of those things.

We have not run our own speed benchmarks, and we are not going to publish numbers we did not measure. A page whose entire argument is that other reviewers cannot be trusted does not get to invent test data. So we ranked on four things that are matters of public record, and you can check every one of them yourself.

The four criteria. Ownership independence: who ultimately controls the company, and do they also own sites that review it. Audit record: how many independent no-logs examinations, by whom, and how recent. Jurisdiction: what the law where it is incorporated can compel. Transparency: can outsiders inspect the claims, through open source code or published filings.

Scores below are our assessment against those criteria, not laboratory measurements. The reasoning is written next to each score so you can disagree with it precisely rather than vaguely.

The strongest audit record in the category, attached to a product that actually works for ordinary things like iPlayer, Netflix and a laptop plus two phones. Not the purest ownership structure here, and we are paid by them, so read the next two entries before you decide.

  • Six independent no-logs assurance engagements, the most of any provider here. The latest was Deloitte Lithuania under ISAE 3000 (Revised), with system access from 10 November to 12 December 2025.
  • Incorporated in Panama as nordvpn S.A., which has no mandatory data retention law.
  • Still controlled by its two founders, Tomas Okmanas and Eimantas Sabaliauskas, rather than by a holding company that buys review sites.
  • Not owned by Kape, and it owns no review sites.

Against it: the structure has three layers (Panama service company, London holding company, Lithuanian operations), which is more complicated than Proton's. It shares a parent with Surfshark after the 2022 merger, so treating those two as independent alternatives is a mistake. And a server in a Finnish data centre was breached in 2018 and only disclosed in late 2019, which was slow. Our full NordVPN ownership file covers all three.

Proton VPN

If your objection to the VPN industry is the corporate structure, this is the answer to it. Majority owned by a non-profit foundation that exists specifically to stop the company being sold to someone like Kape. It earns us nothing and we are recommending it anyway.

  • Majority owned by the Proton Foundation, a Swiss non-profit chartered in June 2024 and bound to act in the interest of the user community. Most of the remaining shares are held by Proton employees.
  • Apps are open source under GPL-3.0 and independently audited by Cure53 and Securitum, with no-logs review in four consecutive years.
  • A genuinely free tier, funded by paid subscriptions rather than by advertising or data sales. Fewer servers and slower, but honest.

Against it: smaller server network than NordVPN and generally slower on long-distance connections. Note also that in July 2025 Proton moved most of its physical infrastructure out of Switzerland in response to proposed Swiss surveillance legislation, keeping only its legal domicile in Geneva. That was a sensible defensive move, but it does complicate the simple "it is Swiss so it is safe" story.

Mullvad

The provider that has gone furthest to avoid knowing who you are. No email address, no username, no password. You get a 16 digit account number and you can pay by posting cash to Gothenburg. It runs no affiliate programme at all, so nobody is paid to tell you about it.

  • No account identity to leak. A generated account number replaces email, username and password, and cash payment is accepted by post.
  • Owned by two named individuals, Fredrik Strömberg and Daniel Berntsson, through Amagicom AB in Gothenburg. No holding company, no private equity.
  • Independently audited by Cure53 and Assured AB, including a full web application penetration test completed in August 2025.
  • The absence of an affiliate programme is itself evidence. It has removed its own incentive to be recommended.

Against it: Sweden is part of the Fourteen Eyes intelligence sharing arrangement, which is a genuine mark against the jurisdiction and the reason it scores lowest of the three there. It is also poor for streaming, has a flat price with no long-plan discount, and the interface assumes you already know what you are doing.

Know this before you buy

We are not telling you these are bad products. We are telling you that you cannot evaluate them using the sites that rank them, because the company that owns the products also owns two of those sites.

  • All four are owned by Kape Technologies, which acquired CyberGhost in 2017, ZenMate in 2018, Private Internet Access in 2019 and ExpressVPN in 2021 for about $936m.
  • Kape also owns vpnMentor and Wizcase, two of the largest VPN review sites, bought with their parent Webselenese for around $149.1m in March 2021. As of our check in July 2026 both ranked Kape products first in every category.
  • Kape was called Crossrider until March 2018, when it rebranded after exiting a business whose platform was widely used to distribute adware.
  • It was taken private in 2023 by Unikmind, the vehicle of Teddy Sagi, in a deal valuing it near $1.6bn, and left London's AIM market that May. Its numbers are no longer published to a public market.

What to do with that: if you already use one and it works, this is not a reason to panic. It is a reason to stop treating vpnMentor and Wizcase rankings as independent evidence, and to check who owns the reviewer before you weigh any review, including this one.

Why UK VPN demand jumped

If it feels like everyone started talking about VPNs recently, they did. The Online Safety Act's age verification requirements took effect in the UK on 25 July 2025, and VPN downloads spiked immediately. Similar laws have since landed in other jurisdictions on known commencement dates, and each one has produced the same pattern.

That is context for why you are reading this, not advice. A VPN is a general privacy tool with plenty of ordinary uses: public wifi, keeping your browsing from your internet provider, and not having your traffic profiled by every network you touch. Those reasons were valid before July 2025 and will outlast the current news cycle.

Common questions

Are VPNs legal in the UK?

Yes. Using a VPN is entirely legal in the United Kingdom. What stays illegal is whatever was already illegal without one. A VPN changes how your traffic is routed, it does not change the law that applies to what you do.

Why do so many best VPN lists have the same top five?

Partly commission, and partly ownership. Kape Technologies owns ExpressVPN, CyberGhost, Private Internet Access and ZenMate, and also owns vpnMentor and Wizcase, two of the largest VPN review sites. When one company owns both the products and the sites ranking them, identical top fives are a commercial outcome rather than independent consensus.

Is a free VPN safe?

Usually not. Servers and bandwidth cost real money, so a free provider has to earn it somewhere: logging and selling browsing data, injecting ads, or throttling you into an upgrade. That defeats the point. The exception is a free tier funded by a paid product, like Proton VPN's, where the business model does not depend on monetising free users.

Does a VPN make me anonymous?

No, and anyone telling you otherwise is selling something. A VPN moves trust from your internet provider to your VPN provider. That is a real improvement if the VPN provider is trustworthy, which is the entire reason this page ranks on ownership and audits. It does nothing about browser fingerprinting, or about being logged into an account that already knows who you are.

Should I buy the long plan?

Only if you are confident you will keep it. Two year plans are much cheaper per month and they pay us more, which is a conflict worth naming. If you are trying a VPN for the first time, a short plan and a real decision at renewal is the more sensible purchase, even though it earns us less.
